Shield Use

So, I'm not allowed to reply to the 'Bards & Shield' thread....

Is there a final ruling on Bards & shields?

For what it's worth, in the Players Handbook, 3rd edition, Rogues & Assassins can use Small Shields (mentioned under 'Special' in the class description), but nothing noted under Bards, Rangers, Druids, or Barbarians about shield use.

Implied use or as designed (all Rangers dual-wielding and all barbarians use two-handed weapons , or I missed the reference?

They may use them. Druids are forbidden from using metallic shields, but may use wooden ones, or those affected by, or made from, ironwood.
