Boots of Speed & aging

The Haste spell as listed ages an indvidual 1 year.

Boots of Speed are said to operate as Haste.

Is it the case then, that every time the boots are used, they age a character and require a saving throw to avoid CON loss?

I picture an easy way to commit suicide: stand in a room and rapidly enact your boots 50 times or so...

If it says, specifically, as the haste spell, then yes, the check is needed -- however, it is to avoid the loss of 1 HP, and not 1 Con. At least, it shouldn't be able to kill you in one go.

Personally, permanent "speed" items do not have a chance to age you, but others may rule differently.

My opinion is that the description is written incorrectly. Acting as Haste is just sloppy. Why should the boots make your arms move faster?

Ditch the haste, double the normal movement rate and don't require the check, in my opinion.

No, most of the treasure was pulled directly from the SRD, so that section is riddled with errata (or inconsistent design parameters.) I take no offense to the Treasure portion of M&T.
