Partial armor and damage

I recently picked up StarSIEGE: EH. Love the system. However, I noticed something about the damage and armor rules. If you are wearig say a bulletproof vest which gives you 1 armor, and I hit you with a damage 2 attack you only take 1 damage, even if I hit you in the area the armor doesn't cover.

So, my question. How do you handle partial armor covering?

Does StarSIEGE use hit locations? If not, I wouldn't sweat it. If it does, I'm guessing the system doesn't allow armor protection for unarmored areas.

If no hit locations and you want to add them, remember to up the protection the armor provides to the areas it does cover. Part of the methodology of determining armor protection is its degree of coverage; less area means it counts for less than the raw material's normal toughness.

There aren't any hit location rules per se... but if you want to put them in, assume the armor doesn't cover areas aimed for.

Then again, you could think of the Critical Hit rule as a "hit location" system since you can choose to make a Critical Strike (which ignores Armor) if you have Combat Expertise as a Skill Bundle (or with a +6 CL if you run with that optional rule).

So, I'd say use the Crit Hit rules for people trying to "shoot off someone's face" or something like that... maybe a +3CL to aim for an area unprotected by armor (if there's an area unprotected by armor).

Play it as you like... the default rules are meant to just hand-wave hit locations... that's why things have low armor ratings... they just don't cover a whole lot of area.
