Non-Class Special Abilities???

What should I do when a player has his monk buy thieves tools and tries to pick locks or search for traps?

You let him, without level added, against a base difficulty of either 12 or 18, depending on Primes. You also remember that there are some things he may not be able to do, ever, despite trying, such as cracking a triple-bar tumbler combination or devising a way around a built-in pressure release arrow trap. Those things are the province of classes with the ability, and why they are always better.

Or, you say "so, you have them -- you don't know how to use them. Might want to let the rogue borrow them, since he seems to know what that funky cross-hook does. You can watch, and you might pick up some pointers, but you'll soon realize its as much 'feel' as it is 'science' and, unfortunately for you, you're not on that vibe... must be all the flowers and hot baths instead of manacles and poison needles."

Really your choice and how far you want your game to "allow anything."
