I am looking for a book which has been mentioned several times on these forums. Unfortunately, I can't recall the exact title or publisher. It is a d20 product consisting of a set of tables for use by Game Masters.
I believe it is called "The Toolkit".
If you could give me an exact title and the name of the publisher, I would be eternally grateful.

Get the ultimate Toolbox version, its a lot more expensive (about $40), but its like 4 times bigger and system neutral.

I second Treebore - get the Ultimate Toolbox if you can. Yeah, it's more expensive, but it's also bigger and it's system-neutral. If none of that matters a whole lot then get the original, but be warned - if you love the original, you'll want to spend the money on the Ultimate Tooldbox...I'm just trying to save you a couple of bucks.

Yeppers on the AEG, dutch. And serl, I donn't know if you ever checked out the sample pages that )I think) Tree had, but it was pretty sweet. I like them both - the first one has some d20/3.5 stats in it, but it doesn;t reduce its effectiveness. If you can get past the price point for the UT, it's definitely worth it.

Yeah... I'm just torn on whether I would actually use it enough to justify the cost. I tend to make up whatever I need, and, since I am not currently running a game, I have lots of time (hehe, yeah, I wish) to develop stuff on my own...

I thumbed through the new one and, to be honest, it's hard to justify the upgrade considering the cost. But to echo some of the sentiments I seen and heard:
If you don't have it, then spring for it but if you see the original one at a good price, I think this could easily do just as well.
Ultimately, ask yourself how often are you really likely to use it. I love to look through the original book and have flipped through it on occasion but I have yet to actually use it. If you may only once in a while but it's more likely the book will sit on the shelf unused, then get track down the original and most likely inexpensive one. If you have zero time, have no inspiration or imagination, or simply like rolling on random tables and do whenever you can, might as well make the investment if you're planning to use this for C&C or any other non-d20 game.

mort makes an excellent point (as does serl)...springing for it is one thing, using it is another entirely.
I have plenty of modules accesories and hardbacks that I'm sure I mght never use. In hindsight, I probably shouldn't have spent the money on at least 1/3 of my collection based on that fact alone (and I'm not trying to bust anyone's shops by saying that...I'm only referring to myself ). I've got bookshelves worth of stuff that I'll probbaly never implement into a game. But I buy the stuff anyway...just for the chance I may want to use it and then I'll have it.
What all that leads up to is this - for me, all that other stuff could have been left on the FLGS shelf, or on the internet. I'm glad I didn't leave Toolbox or Ultimate Toolbox on the shelf of the FLGS. My group is one that sometimes wants the know who works in the kitchen at the local tavern or some other bit of minutia. Sure, I can sit around and fill out a spiral notebook of stuff just in case...actually, no I can't. Between keeping my house, my three kids, my wife, and my job, I don't get lots of time to do that kind of stuff anymore...more's the pity. Even if a game session is kind of "normal" and no one asks for the name of three tavern in the next town over or the name of the ships docked at the port, or random gravestones in a cemetary (all actual questions), I'm glad that I have these resources at my disposal - I never know when I'm going to need them, but when I do, I'm glad I have them!
