How does the Half-elf's Empathy work?
How does the Half-elf's empathy ability work? Will it modify the amount of undead a cleric or paladin can turn?

Officially, unless empathy specifically gives a bonus to attempts for turning undead, it does not apply.
Besides, ever try to empathize with a brain-dead zombie? Or a brainless skeleton? Sort of defies the description of the word.
