Do Monsters follow Negative HP Rules?

On page 127 of the PHB (4th printing), their is a sample combat round that describes an encounter between a barbarian and a goblin. The barbarian slays the goblin in one swipe (the damage dice was a 6 + 1 Str mod = 7; the goblin's HP was 4).

From this, am I correct in assuming that the rules regarding Negative Hit Points don't apply to monsters?

0 HP = death unless otherwise stated or conditioned by an effect. Monsters don't get the breaks a player gets. That's because there are more monsters than characters.
