Will the new barbarian be available free online?

Will the new barbarian class in the 4th printing be available for those with earlier editions of the phb? (I have the 3rd printing) via onlie pdf or something?

Also, what are the changes to the monk?

Welcome aboard! A PDF transition document with the changes between the 3rd printing and 4th is in the works, but no hard ETA has been announced.
