Is there one? Hasn't this been in the works for sometime?

Getting ready to start a game up of C&C probably and wanted to know if it was available yet?

It is not yet available, no estimated date of release announced, and no, it is not really been in the works for some time, as it is has been bounced around on the priority list since the first day it was considered as a project -- sometimes it goes to the top, and sometimes it falls back to the bottom. It is not considered an integral or required book to play.
