"An attacker can move one-half their movement rate and still attack"
I'm probably overthinking this, but does the order implied in this sentence stand? That is, can you also attack, then move half your movement, or move 1/4 your movement rate, attack, then keep moving?
I ask because if it's not strictly "move then attack", it tends to get used as a cheap hit-and-run, free withdrawal tactic.
This also suggests a look at "always allow a character to move 5 feet in a combat round", which might get substituted for the "move and still attack", since it is stated without an attached exception, e.g. "I am not moving and attacking, I am attacking, and then using my free 5 feet to retreat."
It seems if I want to preserve the mechanics of Disengaging from Combat, then I want to restrict the above to "move and then attack at the end of your movement." Is that correct?
