Does C&C allow monsters to be PC's like D&D? Personally I don't believe monsters should be allowed as PC's because, they unbalance a campaign. But. I know some players love the idea of playing an Ogre/Ranger etc.
Scream and charge is not a tactic.

That would be up to the CK. Its not supported in the base rules. It wouldnt be hard to do but it would likely be a much higher powered game depending on the monster types the players are running.
