Setup: A 5th level Cleric with an 18 Wisdom vs a vampire.
The PC rolls a d20 + 8 (5 char levels + 3 wisdom mod) to beat a CL of 20 (8 HD + 12 Challenge Base).
Is this correct? The PHB states the CL for turning undead is equal to the undead creature's HD, but I assumed (there is that word) I should also add in the Primary (12) to the challenge base.
This seems correct, but, I want to ask the guru Keepers here to confirm my understanding of the RAW.

Yes. Every attribute, class ability, or save works identically, unless something somehow modifies it to be different:
d20 + level + attribute modifier + other bonuses must be better or equal to 12 (or 18 for non-Prime) + difficulty + other modifiers.
I always rule, personally, that the cleric must turn in successively harder numbers, so that if mixed groups of undead are encountered, the cleric must turn (or fail) all of the lowest HD before able to try the next higher HD creature. But, this method is not the rule in the PHB.
