Probably not, unless they are able to retain some comprehension of language. The ability to be commanded/turned is not language-oriented, per se, and is more a divine influence (perhaps using the very idea of language itself, though, like the concept of Om or the "word of God") so... it seems that a zombie has aphasia. Or, in some cases, they do know a few words like "send more brraaaaaaaaaaaaainnns" or other Romero-esque things.
